==== Agriculture and land ==== Liu Wenhui's agricultural policy put much emphasis on wage laborers working under state-owned enterprises, a marked departure from Zhao Erfeng's more explicitly colonialist model of settlers working on state-owned land. In 1939, the Agriculture Improvement Institute was formed and embarked on a variety of projects across Xikang, including fertilizer plants, ranches, farms, plantations, and sericulture.
